1. RACE ORGANISORS
a. The race is organized by the O.Keefe Foundation in
memory of FF Patrick
O.Keefe and all those lost on September 11, 2001 in the
World Trade Center

Results, and other information will be mailed to each
participant.
2. RULES
a. The regatta will be governed by rules as defined by the
Racing Rules of Sailing
2017-2020 and U.S. Sailing Prescriptions.
3. NOTICES TO COMPEITTORS
a. Race information will be made available on the Point
Lookout website: http://pointlookoutyc.com/
website under the ÒRace InfoÓ menu, and will
be available at the registration desk.
b. Any changes to the sailing instructions will be distributed
at the captainÕs
meeting on Friday, September 10, 2021 at the Ocean Club, Atlantic
Beach, NY.
c. The race committee must receive all competitorsÕ PHRF
ratings at the captains meeting or start last in the starting order.
4. SCHEDULE
a. One race is scheduled. This is staggered start race. Each boats
starting time will be assigned at the captainÕs meeting the night before the
race. The start time is based on course length and PHRF rating. The order of
finish is determined by the actual order of crossing the finish line.
b. One Warning Signal will sounded 10 minutes before the first assigned
starting time.
c. Each boat will
radio their assigned starting time 5 minutes before starting.
d. Any boat starting
early, or purposely blocking the start of another will be penalized by rounding
the closest starting-line mark.
c. The schedule of events will be mailed to each entry.
5. CLASS STREAMERS
a. The Class Flags will be announced at the captainÕs
meeting on Friday,
September
10, 2021
Div1 Pink PHRF 126 and above, Div 2 Yellow PHRF 125 and
below
6. RACE AREA
a. The Race will take place off Long Beach between East
Rockaway Inlet and
Jones Inlet
7. SAFETY
a. All boats must confirm to their class rules and any
applicable safety or
measurements rules and are subject to inspection by the
regatta organizers at
anytime during the race.
b. Before the first warning signal, all competitors must
check-in with the race
committee, Channel 72,
by sailing across the stern of the anchored committee boat. Infractions
of this rule may be protested by the race committee only.
c. A boat retiring or withdrawing from the race shall
notify the race committee
immediately. Channel

8. COURSE
8.1 The course is a closed course around two to three
marks. The course will set at
the
discretion of the race committee on the morning of the race.
8.2
Depending upon race conditions, the course will comprise one, or two laps around the course.
8.3 The
start and finish line are at the center of the course, off of Long Beach within view of the Regatta Desk at the Ocean Club,
Atlantic Beach, NY.
8.4 COURSE D: Modified windward/leeward, with start in the middle of
leg
8.5 COURSE M: Modified triangle with start and finish in the middle of
the
windward leg.
8.6 COURSE F: Modified Gold Cup Triangle followed by windward, leeward,
windward, with start in the middle of the windward leg.
8.7 The identifying letter of the course selected will be displayed
from the race
committee signal boat before or with the signal for each class.
8.8 The number .2. displayed next to or beneath the course letter means
twice
around.
8.9 The diagrams with the
identifying letters below show the courses, including the
approximate angle between the legs, the order in which the marks are to
be passed,
and the side on which each mark is to be left.
8.10 Boats will pass between the Committee Boat and the start/finish
mark on each time around.
9. MARKS
9.1 Marks 1,2,3 will be announced at the Captains Meeting Friday,
September 10,
2021
9.2 The starting and finishing marks will be between the committee boat,
green flag and
tetrahedron.
10. THE START
Signal Flag and sound Minutes before start according
to the staggered start describe in section: 4. SCHEDULE (above)
10.4 A boat shall start
within four minutes of her starting signal. Any boat blocking the starting gate
will be penalized by rounding the nearest starting mark.
10.5 The starting line will
be between a staff displaying a white flag on the race
committee signal boat and the starting mark or a staff displaying an
orange flag on
a race committee boat at the leeward end, in the direction of the first
mark. See 8.9
10.6 Those boats whose
preparatory signal has not been made shall keep clear of the
starting area and of all boards whose preparatory signal has been made.
11. RECALLS
11.1 When an individual recall is signaled, the race committee will
attempt to hail the
sail number(s) of the boat(s) that are over the starting line early.
When the Roundan-End flag is in effect, the race committee may hail
sail numbers during the
minute before the start.
11.2 The race committee procedure for hailing boats that were OCS shall
not be
grounds for redress.
11.3 After a general recall, the warning signal for the recalled class
will be made one
minute after the general recall signal (flag First Substitute) is
lowered.
12. CHANGE OF POSITOIN OF THE NEXT MARK
12.1 To change the position of the next mark, the race committee will
lay a new mark
and remove the original mark as soon as practical. The change will be
signaled
before the leading boat has begun the leg, although the new mark may
not yet be
in position. Any mark to be rounded after rounding the new mark may be
relocated
to maintain the original course configuration.
13. THE FINISH AND TIME LIMITS
13.1 The finishing line will between a staff displaying a white flag on
the race
committee boat and the finishing nearby mark.
13.2 The time limit for the first boat to finish is 5 hours.
14. SCORING
14.1 The race will be scored using PHRF system, time on distance. Racers
do not need a PHRF rating to participate. A rating will be assigned by the race
committee. However, the race
committee will accept a valid YRA LIS rating at the CaptainÕs meeting.
PENALTY SYSTEM
14.2 The
Scoring Penalty, rule 44.3, will apply. The penalty shall be the number of
whole places (rounding 0.5 upwards) nearest to 20% of the number of boats
entered.
The penalties are as follows:
14.3 The penalty for the touching a mark of the course is one turn
penalty, taken as soon as possible, without interfering with other boats. One
turn penalty includes one tack and one gybe, is required.
14.4 A
boat may take a two turn penalty when she may have broken one or more rules of
Part 2 in an incident while racing.
14.5 If a boat caused injury or
serious damage or despite taking a penalty, gained a significant advantage in
the race by her breach, her penalty shall be to retire. A boat not retiring
will be disqualified.
14.6 All penalties
must be completed on the course side and the boat will not be scored as
finished until the penalty is complete and the boat has sailed between the
finish markers. See 13.1
15. PROTESTS
15.1 A protesting boat shall fly the protest flag (B)
15.2 Upon finishing a boat intending to protest shall as
soon as possible, notify the
race committee of intent to protest and the sail number of the protested
boat.
15.3 Protests shall be written
on forms available in Sailing Instructions and
submitted within 3 hours after the committee boat docks.
16 PROTESTS AND REQUESTS FOR REDRESS
16.1 Protest
forms are available in sailing instructions. Protests shall be delivered there
within the
protest time limit.
17.
RESPONSIBLY FOR SAFETY
17.1 As a condition of the participation of any boat in any race
or related activity sponsored or undertaken by the O.Keefe Foundation, Inc. The
owner, helmsperson and each crew member agree that the safety of the boat and
the sea and the decision whether or not to start of continue the race is sole
their responsibly. Each of them waives all claims which he or she, or any heir,
representative, successor or assignee, may have against the O.Keefe Foundation,
Inc. and each of their officers, trustees, members, committees, employees or
agents, arising out of or in any way connected with participation in such race or
activity. Responsibility for evaluation wind, sea and weather conditions rest with
each competitor as dos the responsibility for the safe condition and operation
of their boat including safety equipment and rigging and for wearing a life jacket.
Assistance from the race committee, committee boat, or other support boats and
from persons aboard them is at the risk of the participant.
17.2 Participants must comply to the US
Sailing Rules and Safety Equipment Requirements for US Near Shore Category.

Spirit Rider
Regatta uses the PHRF rating from the YRALIS, Yacht Racing Assoc. Long Island
Sound, and it is scored under time on distance. The Race Committee bases the
boats rating on the posted YRALIS
PHRF Base Rating for that boat, the Race Committee will except a YRALIS
certificate for the entered boat, or Handicap Adjustments however all
submissions, inquires, and review must be done before the August 20 date.

We have developed a new race strategy
that makes following the race easier and more exciting, and eliminates waiting
to find out who won. We accomplish this by calculating the handicaps in
advance. To insure a smooth start it is imperative that we have the email
addresses of all the skippers in advance and that we have an up to date listing
the PHRF for each boat (our Race Commodore will handle PHRF list).
This is how this works. We calculate the
ÒtimeÓ handicap for each boat based on the length of the course. Each boat
starts the race with its own assigned start time offset by the handicap. Once
the race is started the boats get closer and closer together as the faster
boats catch up to the slower boats that started earlier. The result is a horse
race at the finish line, sometimes with a photo finish.
The spectators know on the spot where
their favorite boat stands at any point by its position on the course.
We will publish the start times for each
boat shortly before the race. Each boat will start at its assigned time. All
other race rules apply, including starting early requires a restart.
As you receive registrations, please
forward them to me so we can build an accurate list. Any late comers will have
to get an estimated start time based on the next lowest PHRF.
